UPDATE:  Below is a copy of an email sent by 13 Wham News, one of the targets on the petition:

We have been working on this for 5 days. The video appears to be authentic – but it also appears to be carefully edited to show peak moments in what was a long night of back and forth fighting between this officer and the woman taking the video who is now his ex-girlfriend. She apparently either wants custody of the dog, wants to get back at him with a smear campaign, or both.

Animal welfare investigators from Lollypop farm have looked into it. The investigation was started because of numerous complaints of the video, not because of any perceived abuse. They have interviewed the girlfriend who made the video, the officer, their vet and have taken x-rays of the dog. They have concluded there is no abuse here.

What is shown here is an acceptable way under the law to train a dog. If you’ve ever watched the dog whisperer (Cesear Milan) he uses these same techniques. I personally don’t agree with them and judging by e-mails many others are appalled.

We do not want to legitimize or publicize this video for the reasons set forth above.

Officer Rob Lewis of the Irondequoit, NY Police Department abuses the dog that he adopted and “rescued.” In a youtube video, we see him pinning Roxie in a very violent manner. He tries to “dominate” her and screams at her repeditly. He even threats to “blow her brains out.”  A man that has a gun and has serious anger issues is a ticking bomb that one day he will let all his anger out and “blow the brains out” of poor Roxie or anyone that crosses his path. Please take a look at the youtube video and come to your own conclusion. Anyone that has common sense will see that this is not a healthy environment for Roxie the dog. Roxie needs your voice! No dog deserves to be abused! No policeman should feel above the law of society and think he has the power to abuse the defenseless. His cowardly behavior shows his lack of empathy for sentient beings! Stand up for Roxie and give her your voice! BE LOUD!!

    This man doesn’t need to be a police officer if he has such an agressive personality! He shouldn’t be allowed to carry a gun or own an animal. He really needs some kind of counceling to help him out.

      Not for nothin smart people of this ever judging community, open your ears and listen carefully! It’s easy to see what is happening w/ the dog and to call it abuse, but if you play the video then close your eyes when officer Rob comes into the room it paints a totally different picture. Don’t get me wrong I am not condoning his behavior, just take a second listen. Sure he said mean things, though it’s as plain as day that the girl you are hearing purposely and continuely calls Rob into the room basically telling him the dog keeps doing “something wrong”. At least 2x shown in this carefully edited video, after he has walked away from now x-girlfriend she calls him back into room for what the dog is doing. Instead of her putting the dog in the cage as he states, the girl repeats it all over again knowing how angry he is at her. Clearly this is misdirected anger! Clearly the now x-girlfriend is just as evil knowing what the outcome would be. It’s like little kids in elementary school who tattletale on eachother to again, get them in trouble. So why is it any different from her doing it to the dog? Officer Rob is angry at the girl and he says in the video for her to leave so they can move on w/ their lives. She is doing nothing but antagonizing him and using the dog as bait…if that’s not a set up, I don’t know what is!! Wake up people!! Small minds see, smart one’s listen and see the bigger picture.

        Are people actually trying to make excuses for a ‘responsible adult’? No one can ‘make’ anyone do anything they shouldnt. Would that excuse fly if the situation was reversed and a cop caught me abusing someone or something? Stealing something? Speeding? “She told me to” “she pushed me to do it”. Yeah, Ill try that next time Im going 50 in a 35 because my kids are fighting in the backseat and ‘Ive had a stressful day at work’. Regardless of how this video came about, Officer Lewis CLEARLY has anger issues that need to be dealt with before someone with a gun hurts someone….

Try is the key word here!! You have every right to feel the way u do and to interpret a situation how u want. That is our right for living in this country. I just would like you to re-read my statement or anybody elses for that matter very carefully, maybe even a few more times before making another comment. Next time you may be able to address the actual statement for it’s truth, not rant about something that was never said. You completely went off into left field, so I will even suggest you view the video again and this time take your focus off the dog. You will clearly see what is happening. AND AGAIN….I am, in no way condoning his actions. REMEMBER, this video you are seeing has been carefully edited!!     Domesticated animals become part of our family. I would never raise my hand to a child nor would I to a 4-legged member of the family. They have feelings, fears. Abusers need to be exposed, reported and dealth with according to the law!

    I sent personal messages through Facebook to Cesar Milan, Victoria Stilwell, Doris Day, (and tried Betty White). I also emailed the police department he works for including the link in all the messages. I also called their Animal Control…I hope others do as well…tomorrow, I’m calling the police department. No action is the same as ignoring and allowing it to continue..please do all you can to help her…she needs us to help her. Thank you.

    I think if if has such psychological issues, they should be addressed now; before he abuses the badge. Before someone gets hurt badly and brings shame to the uniform. If someone hurts an animal, they often hurt people as well.

    I’m Deaf and others are Deaf so can you please transcript for us what the officer and lady says in whole filiming from beginning til end thanks. I hope we signed petition win to remove Roxy out of Officer Rob Lewis’s home for good. Roxy doesn’t deserve this cos she was neglect in her previous home and now other abuse from Officer Rob Lewis. We need to continue fight if petition is not work out until Roxy is safe. Send Rob to jail pay fine for abusing Roxy that he supposed provide him a good home.And prohbits Rob to own pets rest of his life and he must attend anger management courses.

    Got one just like that at my house. He threatens my mini-dachshund (male), while he is in his cage, with a golf club and baseball bat. He kicks his cage and shoves his cage in the closet when my he barks. When he tries to defend himself, he gets smacked around, sometimes kicked, and laughed at. But no one wants my little boy because he old and is now extremely aggressive and bites everyone and every animal except me and my female dachshund. I cannot financially live on my own so we have to stay here. And, no one wants him. I’ve been told by rescues that he is not adoptable to anyone. None of them will take him out of his hell hole. And I refuse to turn him in to the “shelter” to be killed. My husband wants me to have him put down, but I won’t do it! It’s not his fault, it’s my husband’s fault. He teased him all the time when the little guy was young. All I can do now is keep my baby boy away from my husband at all times. He and my female dachshund are only allowed out of their cage when my husband is not home. Today is a good day! My husband is at work…for a few more minutes anyway. 😦 Please help this poor baby out of her hell hole and into a loving home before she becomes unadoptable. Rescue her while she still has a chance to live a fulfilled life!

      There’s a lethal difference between teaching/training and terrorizing/imprisoning/torturing. It’s called ABUSE. I’ve had dogs all my life and I’ve never had to chain, cage or intimidate them. They recognize my authority and my love. Right now I have four dogs, who live in my beautiful house, sleep on their own rugs and are free, happy and obedient.

    I have personally known this officer since he was a child. I watched the video with an open mind, hearing of it peripherally thru the grapevine. I waited to see how bad it would get. This is what I saw:

    1. A man very clearly being recorded without his knowledge. Should this matter? not really. But when you know that there is an agenda by the person who made the secret recording (now his wife, but a very fresly broken up with ex girlfriend), you see things a bit differently. Notice how at the end where most of the dialogue takes place we see only roxie? Perhaps because the ex can be clearly seen at that point and she is avoiding that.

    2. A man using controlled dominance and a stern voice to train his dog. Both of these are well-known methods for training. Roxie does not seem to be in danger to me.

      Believe you need to re-watch the video…he literally man handles her, forcing her to the ground, hand on her neck………..that is not using a stern voice! Sorry if you have known him for a long time. But the reality is that someone who can treat a pet in this manner, can just as easily treat a person the same way! For your sake, I hope you are not the human that Officer Rob Lewis “breaks” on………..

    3. If you listen at the end you will hear the dialogue that the officer is telling the girlfriend that he wants her to leave–end the relationship. He wants out because it is obviously a major stressor to him. He at no time threatens anyone, not even Roxie.

    4. This video shows a dog who is loved–toys, playing outside, lots of pictures taken of her. She is well-fed and has a decent home. Anyone who says that they don’t EVER lose their patience with a pet is a BOLD FACED LIAR. I see this officer keepin ghis patience and doing nothing worse than raising his voice. The video and song is an obvious mannipulation made to look like an abused-child video. Please.

    5. Ask youself this–if you had a bad day, were in a bad relationship that you wanted out of, and were secretly videotaped scolding your pet or even your child, should that result in the inundation of phone calls to your JOB?

    This is the work of a scorned ex, and should be viewed through those eyes before you decide to string up the offficer. I doubt very highly that my comments will remain on this forum, as all other s in suppoert of the officer have been deleted.

    but before you decide to make a phone call that could serioulsy harm someone’s career and liveyhood, consdd

      Can not agree…………that type of behavior, physically forcing the dog to the ground, overpowering the dog and speaking in the tone of voice he used, CLEARLY DEMONSTRATES that he has some anger management issues.
      Once someone treats an animal, a pet, this way, they are only one step from doing it to a human being! Be careful.

      His “stress” level regarding his relationship with his girlfriend does not justify his behavior. He’s a cop- he should be well-trained in dealing with stressful situations. Yes, people lose their temper, but he is mocking the yelping sounds the dog will make when he puts her in a shock collar, he threatens to “beat your (Roxie’s) ass”, “You haven’t seen anything yet” (another threat), and talks about HIS stress that he doesn’t want to come home “feeling like he wants to blow someone’s head off”! Those are not normal expressions of anger or stress, and he clearly is not in control of his anger.

      I think there are many people who would wonder what your definition of a “decent” home is. Of course food and shelter are important, but we all know there are other ways to mistreat/abuse animals (and people) within the confines of the law- it happens every day.

      It’s unfortunate that you are willing to excuse this guy’s behavior as having “a bad day”. I have animals, and no matter what my stresses might be, I would NEVER treat an animal that way because it’s not okay to take your frustrations/anger/hostility out on a pet- period. No excuses.

      There is no reason for anyone to dominate a dog. If the dog does something wrong, it should be taught with positive re-enforcement, not being pinned to the floor & have the dog squeal. Maybe you are correct that the ex wanted to get back at him, that is not the issue. The man is clearly abusive!

    I’ve been a social worker since 1985 and this man meets the classic profile for being an abuser. He will not stop this pattern without intervention. Unless he gets treatment, it will be a continuing dynamic in his (and others) life.

      I agree. There is a HUGE difference between normal expressions of anger and rage, and between discipline and abusive behaviors. For anyone who has never known a person with anger management issues, you’re lucky. Those of us who have recognize the behaviors only too well, and they often lead to escalating violence against animals and people.

    They are not going to do anything more about this. I just spoke with the investigator at Lollypop Farm, and he said that is is not illegal to yell at, curse at, or verbally threaten your animal. Because there was no evidence of any physical harm to Roxie, he said there is nothing they can do beyond the investigation. He also made a huge point out of saying that there was more to the video, and implied that this “outburst” was the result of an argument between this guy and his girlfriend who shot the video. I say, “So what?” He clearly has an anger management problem, and he, a POLICE OFFICER, even talked about shooting someone’s head off!

    I also called the Irondequoit Police Dept. to express my concerns, and the woman who answered the phone actually laughed when I told her why I was calling, pooh-poohed the video, and without warning, connected me to some police captain’s voice mail.

    If Irondequoit isn’t smart enough to recognize someone with anger issues and lets them carry a gun, they’re opening themselves up to future problems.

    I am not convinced Roxie is safe at all- regardless of what the law can do, or what anyone who knows this guy says to defend him. The things he said and the tone of his voice were not just angry, they were hostile and disturbing and abnormal. Anyone who says otherwise clearly has never dealt with someone with anger management issues.

      True, it’s not illegal to yell at an animal — or a human being, for that matter. But the investigator needs to open his eyes and ears and incipient violence in the video clip — unreasonable anger, disproportionate intimidation, verging on violence. The man could attack the dog in a split second. If the investigator can’t see that, he’s either plain stupid or just indifferent. I’m shocked at the kind of people who are supposed to uphold the law and prevent wrongdoing.

    Just got a reply phone call from someone at the Irondequoit Supervisor’s office, and she apologized for the rude response I received from the Irondequoit police dept. when I called this AM, and said she would be passing my disheartening experience along to the supervisor, Mary Joyce D’Aurizio. She also said that while she could not discuss any specific information, the town attorneys are looking into this. Please do call or email (link above) and express your concerns if you are so inclined. The woman I spoke with was very kind and said she is also an animal owner.

    I read the updated content (email from Jane Flasch who is a reporter at WHAM13 News), but I don’t recall ever seeing or hearing about Cesar Millan or any reputable dog trainer use profanity, screaming, and threats to “train” a dog. These are not “techniques”- they are tactics of an angry, out-of-control person. What about the part when he tells threatens the dog saying, “You’ve seen nothing yet”, implying he is ready to up the ante. While I realize the dog cannot understand the words, he understands the threatening tone, and we understand the words and threat. What about when he threatens to get a shock collar and then makes mocking whimpering sounds of a dog being shocked? Since when is THAT a dog training technique?

    I am very disturbed that anyone could try to justify this man’s behavior. He attempted to exert control/dominance by using out-of-control behavior and threats. No one will ever convince me that his display of temper is simply the result of a bad day, an argument with his girlfriend, or a dog training technique. This guy has serious anger issues and should not own any animal or carry a gun.

    By the way, reporter Jane Flasch happens to live in Irondequoit- the same town that Rob Lewis lives in. Makes me wonder whether that (and any working relationship between WHAM13 and the Irondequoit police dept.) had anything to do with her seemingly dismissive attitude about the situation.

    I also called the Irondeqouit police dept and left a message for Capt Sentinello?, i believe is his name. The reality is the police dept issued a gun to a “person” with obvious rage issues! When he goes off on a human, and he will, the dept will never be able to say they didn’t know! Cops investigating cops in small towns usually ends with a coverup. He threatened to kill and he VERY abusively pinned that dog to the floor. That’s not training, that’s losing control! The woman even States he treats the dog “Brutally”!

    This dog needs to be removed from the officers home. I rescued a rott 5 yrs ago from neglect and she needed such patience, love, training and confidence building when I got her. 5 years later she is an amazing girl but still constant work. An aggressive environment like Roxie is in will not help her learn, it will cause her to become scared and aggressive and will eventuality hurt someone. She needs a loving safe environment away from this dirt ball so she can have the happy life she deserves. Please attend the rally Tuesday night at the town hall if you want to help.

    He needs to have someone else take the dog so she can have a more secure place to live that is safe for her and for the new family to have a very loving home and she can be trained the right way and it can have everybody safe.

    it saddens me to think that this man LEGALLY has permission to carry a firearm!!! there are hundreds of thousands of fine men and women that are police officers that protect and serve in our country,,,,this crazy man is clearly not capable of serving ANYONE!! he needs to get help before he takes someones life or his own! unfortunately this beautiful puppy cannot control who raises him, just as children cannot,,,,but just like children,,,it is generational how we behave….if this poor animal is raised with abuse and violence….he will learn to be violent!! how sad….the man clearly speaks of coming home and feeling like blowing someones head off,,,,and speaks very violently to the woman who is video taping as well!! she chose to leave and thank God,,,but where is this puppy right now? to abuse your american right to bear arms and threaten an innocent animal with it…..who does NOT know what it is, or understand what it is???? imagine what is going through that poor animals mind :(( sick,sick sick man!! this man does not deserve to be anyones anything,,,,not a boyfriend, husband,, animal owner, police officer….and i pray to God no ones father!!!!! i pray for this sweet animal….no one deserves to be hurt,,,NO ONE….

        Like children and women with restraining orders, the police act when the child or woman has died. When Roxie is dead or crippled for life or this bastard beats her almost to death the police will act. In the meantime poor Roxie will be at the mercy of this monster. That’s our insane system. With animals it’s worse because many don’t care about them.

    People, people, people…you are clearly judging by sight not what you are hearing!! Again, I don’t condone his actions towards the dog! But you have to see the video has been orchastrated and edited specifically to depict a monster & adding a song like that. The relationship he had w/ this girl is plain as day to see what she is doing, which is purposely making him more & more angry. The words of anger are meant for her, unfortunately it was taken out on the dog. Do you all really want to sit there and tell me you have never let a situation get the best of you?? Can you really say that you have never got mad at a pet or child when you are teaching or training them right and wrong and have never let it consume you for a brief moment?? Look carefully on video, It looks more like she kept calling the dog over to her & Roxie do what she wasn’t supposed to be doing on purpopse, and guess what it was edited out!! Hell hath no furry like a woman scorned….heck all women know that!! I am sure this x-girlfriend said to herself…paybacks are a bitch. If you can knowingly make someone that angry and know what buttons to push when they are already unhappy in the relationship. Besides wanting to end the relationship, but the other half cannot let go or as Officer Lewis clearly stated for her to just leave and move on. Thats’ pure unadulterated vengence!! Sad that she used this dog as her pawn. 😦
